भ्रष्टाचार से व्यक्ति सार्वजनिक संपत्ति, शक्ति और सत्ता का गलत इस्तेमाल अपनी आत्म संतुष्टि और निजी स्वार्थ की प्राप्ति के लिये करता है। इसमें सरकारी नियम-कानूनों की धज्जियाँ उड़ाकर फायदा पाने की कोशिश होती है। भ्रष्टाचार की जड़े समाज में गहराई से व्याप्त हो चुकी है और लगातार फैल रही है। ये कैंसर जैसी बीमारी की तरह है जो बिना इलाज के खत्म नहीं होगी। इसका एक सामान्य रुप पैसा और उपहार लेकर काम करना दिखाई देता है। कुछ लोग अपने फायदे के लिये दूसरों के पैसों का गलत इस्तेमाल करते हैं। सरकारी और गैर-सरकारी कार्यालयों में काम करने वाले भ्रष्टाचार में लिप्त होते है और साथ ही अपनी छोटी सी की पूर्ति के लिये किसी भी हद तक जा सकते है।
